Build a complete ecosystem for smart manufacturing, transitioning from automation to intelligence
Representatives from multiple intelligent manufacturing enterprises in Dongguan stated in an interview that such activities are an important manifestation of Dongguan's genuine implementation of "professional technical training for tens of thousands of technical workers in intelligent manufacturing". They also provide professional technical upgrading training services for enterprises' common needs and urgent issues in related intelligent manufacturing technologies and talent.
To accelerate the pace of cultivating professional and technical talents in intelligent manufacturing, Dongguan has set a goal of training 10,000 intelligent manufacturing technical talents in accordance with the requirements outlined in "Strengthening the Allocation of New Elements to Build a Comprehensive Eco-chain for Intelligent Manufacturing" released earlier this year. It is explicitly stated that the foundation of intelligent manufacturing technical talents should be consolidated by conducting specialized training activities for such talents, training personnel from enterprises in production, research and development, and informatization, and cultivating a group of intelligent manufacturing application talents to facilitate the transformation and development of Dongguan's manufacturing industry.
In the past two years, the Dongguan Robot Industry Association has regularly organized talent training sessions, with nearly every event being fully booked and attracting a high level of participation. This is an innovative approach launched by Dongguan City, which combines "enterprises, associations, and training institutions" to carry out training on upgrading intelligent manufacturing technology. The goal is to implement 10,000 person-time intelligent manufacturing technology training within 2-3 years, facilitate docking and cooperation between manufacturing enterprises and relevant training service institutions, optimize the internal talent training system of enterprises, and effectively alleviate the shortage of professional talents in enterprises.
Huang Qinghui said that in the process of building a full ecological chain for smart manufacturing, the adequacy of talent supply is crucial. Therefore, the Dongguan Municipal Government strongly supports industry associations in collaborating with relevant professional institutions in smart manufacturing to provide enterprises with professional and technical upgrading training services for smart manufacturing.
Up to now, Dongguan has promoted industry associations to carry out 22 training activities for public service projects, with nearly 1,840 participants. The activities mainly focus on professional technical topics in the field of intelligent manufacturing, such as motion control technology, machine vision technology, and 3D printing technology. Meanwhile, the Dongguan Robot Industry Association, Intelligent Manufacturing Industry Association, Electronic Information Industry Association, etc. have also proposed annual professional training activity plans for intelligent manufacturing, with a total of more than 40 activities and a planned training of more than 2,500 participants.
In addition, some private enterprises represented by Guangdong Guotang, Everbright We Valley, and Jinseng Intelligent have also established "smart manufacturing professional and technical talent training bases" to provide one-stop coaching training and talent technical services for enterprises, promoting the continuous increase of major intelligent transformation projects, thereby forming a coordinated development of the smart manufacturing industry chain, innovation chain, talent chain, and capital chain.
"Talent is the primary productive force." In the view of Li Ming, Executive Chairman of the International Smart Manufacturing Industry Alliance, there is an urgent need for a large number of professionals who understand robot maintenance, programming, and operation in the application and production of industrial robots. On the one hand, skilled workers in this field need to immerse themselves in the industry to learn, and on the other hand, enterprises need to create a good learning and training environment for talents.

"Machine substitution" has brought "three improvements" to Dongguan: the growth rate of investment in industrial technological transformation has accelerated, with a cumulative investment of over 38.6 billion yuan in technological transformation, an increase of nearly 50% year-on-year; industrial competitiveness has been enhanced, with labor productivity increasing by an average of 2.1 times; product quality has significantly improved, with the product pass rate rising from an average of 87.4% to 92.2%.
In 2016, Guangdong saw a total of 22,000 new application robots, bringing the total count to over 60,000, which accounts for about 1/5 of the national total. Dongguan has gathered more than 400 robot and intelligent equipment enterprises, achieving an output value of over 35 billion yuan in 2016. The city's industrial robot research and development and production enterprises account for about 10% of the national total.
As of October this year, Dongguan has initiated diagnostic work for over 150 enterprises, with more than 100 enterprises entering the diagnostic research phase and nearly 50 enterprises having completed diagnostic reports.
